                                                             2016 RULES & REGULATIONS

 

           Track officials decisions are final.  We cannot make the rule to fit everyone’s needs and desires, so if you plan to race at WINDER BARROW SPEEDWAY, be willing to follow all rules outlined in this book.

 

*FIRE EXTINGUISHERS AND FULL FIRE SUITS ARE MANDATORY*

GENERAL RULES AND CONDUCT CODE

This general section applies to ALL drivers, mechanics, and crew members in the pits and stands.  You are expected to know these rules.  Saying you don’t know these rules will not be accepted as an excuse.  Violation of these rules can and will be subject to suspension from the track.

 

  1. We expect courteous conduct from all participates at all times.  Every one of you has an image to uphold for the fans and the name of WINDER BARROW SPEEDWAY.  We do not tolerate profanity in front of race fans or to track officials or management.

  2. At any time your dress, actions or conduct are not in the best of interest you will be asked to leave.  If you do not, you will be removed from the premises and barred for a time to be determined by management.

  3. No driver may get out of his or her car to argue or discuss the race with track officials.  If this rule is violated, the driver will be black flagged and will have points deducted.

  4. The display or use of a weapon at any time will result in being barred from track and could lead to arrest of all parties involved.

  5. Any disagreement over technical questions or decisions will be resolved by track officials and management.  When their decision is rendered, it is FINAL AND BINDING, and no further discussion will take place.

  6. Track officials and management will determine all finishing positions, and their decision is final.  We are not perfect, but will make sure to make the right decisions.

  7. Anyone caught fighting will be barred a minimum of two races and subject to possible arrest. 

  8. For unnecessary roughness on the track, the driver will be black flagged and will be subject to suspension from the track for a minimum of 2 weeks.

  9. To be the official race leader, you must lead the last completed green flag lap. Any car for which the yellow flag is displayed for will restart the race in the rear. If you spin out, whether you stop or not, you will go to the rear.  If you are part of 3 yellow flags you will be black flagged.

  10. Only track officials may perform work to cars on the track.  If any crew members come onto the track, the driver will be put in the rear.  If driver or crew member argues about official’s decision, driver and car will be barred for 2 races and will not receive any points for the race.

  11. Driver will be paid according to laps completed under green flag racing.  You must complete the race in order to receive any money. Prize money will not be held.  It must be picked up the night it is earned.

  12. The payout of a RED and CHECKERED finish will be scored from previous green lap minus cars involved in incident.

  13. All cars must meet all track rules from the first race to the last race.

  14. Track officials have the right to perform a visual inspection of any car at any time that they feel it is needed without notice to driver/owner.

  15. Any car found illegal will not receive any money or points for that night.

  16. Refusing to obey official’s orders can result in driver and car being barred for 2 races.

  17. Protest must be made within 10 minutes following the completion of the feature event.  Protest AND money for protest must be received by tech official by the car driver or car owner doing the protest ONLY.  If the 2nd place car protests the 1st place car and that car in return protests and both cars are found illegal, ALL MONIES ARE FORFEITED TO THE TRACK.

  18. All cars and towing trailers MUST have working fire extinguishers at easy access to crew members and drivers.

  19. All race cars and towing trailers MUST be inside the fenced area.

  20. Track management reserves the right to modify, add, delete or update any rule. 

  21. There will be no courtesy laps for repairs, except for flat tires.

  22. If you do not pay for a parking space, you are not guaranteed that spot every week.  If you want a particular spot get here early.  No holding spots will be allowed.

  23. Just because it is not in the rule book does not make it legal!

  24. NO KIDS UNDER THE AGE OF 14 ALLOWED IN THE PITS!!  If you allow a kid into the pits, you will be asked to take that kid to the stands with NO REFUND.  If you refuse, you will be removed from the property. (NO REFUND)

  25. WINDER BARROW SPEEDWAY is private property.  Through your purchase of an admission ticket, you have been given the right to be on this property in conjunction with racing activities.  However, management reserves the right to revoke and cancel this right at any given time that it is felt that your presence or conduct is not the best interest of the sport of auto racing, your fellow competitors, fans or management.

  26. NO IN CAR RADIOS(EXCEPT FOR THE RACEIVER), MIRRORS, OR LIGHTED DIRECTIONAL DEVICES.

 

FLAGS

 

YELLOW-all cars must slow to a safe controlled speed. 

GREEN-start or restart of a race.  Flagman will start race-leader will restart race after one lap is completed.

RED-stop immediately, possible danger on track.  If you continue after a red flag is displayed, you will go to the pits.

LAP-blue w/yellow stripe-move over-leader is behind you.  If you ignore this flag you will be black flagged.

BLACK-pull into pits-you either have 3 yellow flags, an unsafe car or have been deemed to be driving aggressively.

WHITE-one more lap to be completed.

CHECKERED-race is officially completed.

 

The points system will remain the same for the 2016 racing season.  You must cross the finish line to receive the points for the position you finished in.  If you start the race and don’t finish, you will receive 5 points for your effort.

 

 

                                                 MODIFIED STREET

(No compact cars allowed)

BODY & CHASSIS

  1. Frame must be stock for make and model.

  2. Wheel base must be stock for make and model.(1/2” tolerance)

  3. May run racing springs, racing shocks, and jack bolts.

  4. NO tubular or adjustable bottom A-frames permitted.  Tubular allowed on top with stock factory mounts.

  5. Steering must be stock for make and model.

  6. May run fabricated bodies with stock roof, no flat side and must have a body line crease on each side.

  7. May run aftermarket nosepiece.

  8. Spoiler and braces may not exceed 6 inches or width of quarter panel.

  9. Can run steel or aluminum firewall. Stock floor pan to rear of driver seat on left hand side of car. Must also have stock transmission and drive shaft tunnel.

  10. Doors must be welded, strapped or bolted.

  11. Fenders may be cut for tire clearance.

  12. Must run stock bolt pattern on car (front and rear-end).

WHEELS & TIRES

  1. Only steel wheels permitted-maximum width of 10”.

  2. HOOSIER M-500 8” tire.

  3. BEAD LOCK WHEELS PERMITTED.

  4. May run wide five wheels with steel adapter only.

REAR END

  1. Rear end may be locked.

  2. Stock or 9” Ford permitted.

  3. Training arms-fabricated arms permitted.

  4. Leaf spring cars must stay a leaf spring car, no interchanging of rear suspension.

  5. Adjustable brakes permitted; adjuster can be in the car

BUMPERS

  1. Must be securely attached and stock for make and model.

  2. Tube bumpers must have round cap welded onto end to prevent sharp edges. Must run bumper cover on pipe bumpers.

  3. Must be track approved.

RADIATOR

  1. Any type allowed, must stay in front of car.

 

ENGINE

  1. Placement: No. 1 plug even with driver side top ball joint (1/2’’ tolerance).

  2. NO high performance equipment allowed.

  3. Stock replacement 4 valve relief pistons allowed. (NO POP UPS)

  4. 060 Bore permitted .010 tolerance for wear.

  5. Hydraulic camshafts NO ROLLER CAMS PERMITTED (.460’’ LIFT MAX.)

  6. Solid lift cams permitted (.540 lift max).

  7. Roller rocker arms permitted.

HEADS

  1. Stock cast iron heads only.

  2. Vortec heads GM 906 or 062; FORD-Dart #13310080, 300hp allowed

  3. No angle plug or high performance heads allowed.

  4. Stock replacement, large combustion chamber heads only.

  5. Steel valves only 1.94 intake/1.50 exhaust.

  6. Any screw in studs on guide plates permitted.

  7. Stock valve job only; one on valves and three on heads.

  8. No porting, polishing or port matching permitted.

  9. No angle cutting of head deck permitted.

  10. Stock diameter valve spring for engine used, maximum wire diameter .192.

  11. V-6 Ford may run Aluminum heads. (3.8)

  12. No 10-degree Ford heads permitted.

INTAKE MANIFOLD

  1. Aluminum intakes allowed.

  2. No porting or polishing permitted.

  3. Dual plane type only.

  4. May run one 1’’ plate under carburetor.

FUEL

  1. Gasoline ONLY.

  2. No electric fuel pumps allowed for safety of driver.

  3. NO supercharger, turbo or nitrous oxide allowed.

CARBURETOR

  1. Single pump carburetor only.

  2. Dual line carburetor permitted.

  3. Secondary vacuum only.  Must work properly; no screw in secondary.

  4. No more than 750 cfm.

  5. May remove chock flap.

  6. No porting or polishing.

  7. Choke housing must be in place.

IGNITION

  1. Stock type coil.

  2. Factory single point or HEI distributor permitted.

  3. NO ignition booster or MSD allowed.

FLYWHEEL & CLUTCH

  1. Stock for make and model.

  2. Z28 permitted.

  3. C.     No aluminum flywheel or racing clutch permitted.  If either is found in car, car will not be allowed to race for 2 RACES.

STARTERS

  1. Any type starter permitted.

  2. Car must start under own power.

TRANSMISSION

  1. Stock type 3, 4 or 5 speeds permitted.

  2. Automatic transmission permitted.

  3. NO high performance transmissions allowed.

  4. Must have one forward and one working reverse gear.

NUMBERS

  1. MUST BE 18’’ TALL AND ON EACH DOOR AND ON ROOF.

  2. MUST BE VISIBLE AND LEGIBLE FROM SCORING TOWER.  IF IT IS NOT, YOU WILL NOT BE SCORED FOR THE RACE.

PROTEST FEES

  1. Remove one Head - $300

  2. Oil Pan - $200

  3. Carburetor - $100

  4. Wheel Base & Setback- $150

  5. Clutch Assembly/Flywheel - $250

  6. Complete Motor - $500  (Will be tore down at the end of the night)

  7. Complete Car - $900 (Will be tore down at the end of the night)

  8. Visual Protests-Must be done before the race starts.  $25.00 per item and track retains 100% of visual protest only.             

 

Track retains 40% of protest money.  If you misbehave during the protest you will automatically be disqualified and the protest will go in favor of the other individual.  Only the car owner and driver can be present during a protest.

                                                            WEIGHT

  1.  3000 pounds.

 

 

HOBBY

FRAME

  1. Automotive frames permitted.

  2. Jig frame with automotive snout permitted.

  3. Automotive snout must include: cross member, spring pockets, connecting rails as one complete unit as it was assembled at the factory.  May trim spring pockets for clearance of racing springs and spring buckets.

  4. Frame may be interchanged.

  5. Wheelbase minimum of 103” (1” tolerance).

SUSPENSION

  1. Coil springs (4” O.D. minimum) permitted.

  2. Spring pockets must be in original location.

  3. Lift bar permitted.

  4. Single adjustable racing shock. No canister or double adjustable. Jack bolts permitted.

  5. Bottom A-frame must be stock-no shortening or lengthening.

  6. Top A-frame may be tubular with mounting plates permitted.

  7. Front suspension-no coil over or coil eliminator permitted.

  8. No four bar, 5th coil or floating birdcage permitted.

STEERING/SPINDLES

  1. Rack and pinion permitted.         

  2. Factory type steering for make and model.

  3. Any spindle permitted.

REAR END

  1. Quick change permitted.

  2. Rear end may be locked.

  3. Floaters permitted.

  4. No traction control.

BUMPER

  1. Must be track approved.

  2. No sharp or exposed edges.

  3. Bracing permitted.

BODY

  1. Stock factory metal body or sheet metal permitted.

  2. May be hulled.

  3. Must have full grill or stock appearing nosepiece, full fenders, full doors, hood, roof and quarter panels.  Quarter panels and fenders may be cut for tire clearance.

  4. No fiberglass bodies permitted.

  5. Manufacturers molded stock appearing nosepiece only.

  6. No homemade nosepieces allowed.

  7. Body may be open in rear.

  8. Homemade spoilers not to exceed 8” of material and width of quarter panels.

  9. Maximum of 3 braces 18” forward from base of spoiler not to exceed 1” of spoiler height.

  10. Maximum width of 48”-NO tolerance.

  11. Flat side bodies must have crease.

ENGINE

  1. 362 cu In. maximum.

  2. Cast iron small block only.

  3. Flat top pistons only.

  4. Dome may be removed from pop-ups to make flat top pistons; must be machined across entire piston.

  5. Maximum bore of .060 from OEM bore size, .010 tolerance.

  6. High performance camshafts permitted, no roller or mushroom camshafts.

  7. Solid or hydraulic lifters only, no oversized lifters permitted.

  8. Any stock crankshaft permitted, stock stroke for make and model, must be cast or steel.

  9. Any wet sump oil pan permitted, oil pan must contain oil pump.

  10. Any steel rods permitted.

  11. Lifter valley may be polished.

  12. Aluminum water pump permitted.

  13. Engine may be balanced.

  14. No excessive lightening of crankshaft permitted.

  15. No knife edging or reducing diameter of crankshaft counter weights permitted.

INTAKE MANIFOLD

  1. Aluminum intake permitted.

  2. Single carburetor type only-No fuel injection, super chargers or turbo.

  3. No porting or polishing or port matching allowed.

  4. No fabricated or sheet metal manifolds(Homemade not permitted).

  5. No tunnel rams.

HEADERS

  1. Any type permitted, but exhaust must exit parallel to ground.

  2. Must have a muffler to race-NO EXCEPTIONS.

HEADS

  1. Cast iron heads only.

  2. Straight or angle plug heads permitted.

  3. OEM valve angle casting only-Chevrolet 23 degrees, Ford 22 degrees and Chrysler 18 degrees. No 10 degree Ford or 15 degree Chrysler heads permitted.

  4. Steel valves only-No titanium valves permitted.

  5. High performance valve springs permitted-No titanium retainers.

  6. Maximum Chevrolet valve sizes—2.020 intake 1.600 exhaust; Ford and Chrysler will vary-Maximum OEM valve sizes will be considered base on engine make and model.

  7. Needle bearing roller rocker arms permitted.

  8. Screw in studs and guide plates permitted.

  9. Stud girdles permitted.

  10. No aftermarket shaft mounted rocker arm systems permitted.

  11. No more than three angle valve job.

  12. NO PORTING, POLISHING, PORT MATCHING OR GRINDING ANYWHERE IN PORTS OF HEADS.

CARBURETOR

  1. One four barrel only.

  2. No special production carburetors.

  3. No machining, porting or polishing in carburetor venturils.

  4. Choke housing may be removed-cut must be consistent w/top ring of carburetor.

  5. No carburetor spacers allowed-maximum of two .060 gasket only.

FLYWHEEL/CLUTCH

  1. Small clutches and pressure plate permitted.

  2. Z-28 flywheel permitted.  

IGNITION

  1. No magnetos.

  2. Racing coils permitted.

  3. MSD permitted; No add-on boxes except for rev-limiters.

  11. Two valves per cylinder maximum.

  12. No front wheel drive cars permitted.

  14. Balancing permitted.

HEADS

  1. Must be stock steel head only.  No more than 1.94 intake vales, exhaust 1.60.

  2. Any cam. Porting and polishing permitted.

  3. One cam only-solid or hydraulic. (Roller allowed)

  4. If you are running an aftermarket steel head you must add 75 pounds

INTAKE MANIFOLD

  1. Single carburetor type only. Any intake permitted.

CARBURETOR

  1. Two barrel carburetor only. No four Barrels.

  2. No more than 500 cfm two barrels allowed.

  3. No machining, porting or polishing allowed in carburetor venturiis.

  4. Choke housing may be removed- cut must be consistent with top ring of carburetor.

  5. Carburetor adaption allowed-maximum 2” with two .060 gaskets.

IGNITION

  1. No magnetos.

  2. Dual point distributors permitted.

  5. Racing coils permitted.

  6. Add-on boxes with rev-limiter permitted.

  1. Must be at least 18” high on each door and on top of the car.

  2. Must be visible and legible to the scoring tower.

  3. Must have mufflers-NO MUFFLERS=NO RACE!

WEIGHT

  1. 2300 pounds.

  2. 2375 pounds if you run aftermarket steel head.

  3. If you run a 2.0 you can weigh 2000 pounds.

 

 

STOCK 4 CYLINDER

BODY & CHASSIS

  1. Stock for make and model.

  2. Frame rails may be connected.

  3. May run aftermarket nosepiece and tail section.  No late model style, MD3 or dominator noses.

  4. May run fabricated bodies or replacement pieces.   No late model arched side panels.

  5. Jack bolts, racing shocks, and racing springs allowed.

  6. Sheet metal may cover only area where back seat originally was, may enclose cars.

  7. Must have stock floor pans from firewall to top of rear end.  May cut one 3x3 hole to wash out mud.

  8. Spoiler may be 6” on trunk lid.  May not exceed width of quarter panels.

  9. Must start race with complete body including HOOD and TRUNK LID.

  10. May have loop around engine compartment.  May connect to strut towers for support.

  11. May have pipe bumper.  Must be round tubing with caps welded onto end and be track approved. Must have bumper covered.

  12. No front wheel drives or rear engine cars permitted.

  13. Wheelbase must be stock for make and model (1/2 tolerance).

WHEELS & TIRES

  1. Maximum of 8” wheels.  Bead locks permitted.

  2. Hoosier 400 only.

  3. Racing wheels permitted.

  4. Recaps or mud grips not permitted.

  5. Visual check of tires and wheels will be random throughout the year.

INTAKE & EXHAUST

  1. Stock intake for make and model.  No aftermarket equipment allowed.

ENGINE

  1. Stock for make and model w/ .060 oversized bore permitted.

  2. Stock stroke displacement for make and model (no long rod permitted).

  3. Stock crankshaft for make and model (no cut or ground counter weights) may be balanced.

  4. Must be in original location.  May have solid motor mounts.

  5. Cam gear and aftermarket pulleys permitted.

  6. Must start under own power.

  7. May run racing rod bolts.

RADIATOR

  1. Any type allowed.

  2. Must be in front of motor.

CAMSHAFT

  1. .455 lift allowed at valve (.005” tolerance).

  2. Cam gear allowed.

  3. Hydraulic only.

IGNITION

  1. Stock type only.

  2. NO MSD or any other permitted.

DRIVE TRAIN

  1. Stock type rear end may be locked.  Must be in original location.  Must have stock trailing arms-no shorting or lengthening permitted.

  2. 3, 4 or 5 speed transmission allowed.

  3. Stock clutch assembly, flywheel must weight 16lbs. minimum.

  4. NO direct drive or racing clutch.  No aluminum flywheels.  All cars must have a 1” hole drilled in bell housing to check clutch or transmission and bell housing must be removed if protested or track visual inspection is made.

  5. Must have one forward and one reverse gear.

  6. Automatic permitted.

HEADS

  1. Stock for make and model.

  2. One plug per cylinder.

  3. No angle cutting deck.

  4. Stock valves (NO OVERSIZED ALLOWED).

  5. NO aluminum head on Fords or Chevrolets.

  6. Single angle valve job permitted.

  7. NO roller rocker arms or solid lifters (hydraulic only and flat tappet only).

  8.  No Toyota’s.

  9. Lifter must collapse 120 thousands

CARBURETOR

  1. Stock Weber or Motorcraft permitted.  May run a Holly 500 carburetor (part #4412 permitted).  No polishing or porting allowed.

NUMBERS

  1. MUST BE 18” TALL AND ON EACH DOOR AND ON ROOF.

  2. MUST BE VISIBLE AND LEGIBLE FROM SCORING TOWER.  IF IT IS NOT, YOU WILL NOT BE SCORED FOR THE RACE.

Track retains 40% of protest money.  If you misbehave during the protest you will automatically be disqualified and the protest will go in favor of the other individual.  Only the car owner and driver can be present during a protest.

SAFETY REQUIREMENTS FOR ALL CLASSES

  1. Approved helmet and FULL fire suit must be worn at all times while on track.

  2. Properly mounted 3” lap and 2” shoulder harness with a quick release buckle.

  3. Fuel cell securely mounted in rear of car.

  4. A charged and functioning fire extinguisher inside car within drivers reach and a 10lb fire extinguisher on towing vehicle.

  5. Drive shaft loop will be required to race this year.

  6. A full window net securely mounted to roll cage required.

  7. All cars must have at least three driver door bars and two passenger door bars (limited may have only one passenger door bar) of a minimum size of 1-1/4” O.D. X .070” minimum thickness round tubing.

  8. Must have sheet metal between driver and fuel cell.

  9. All drive shafts must be painted white-to be seen by other drivers and officials in case it comes out of car.  Any weight added to car must also be painted white with car number on it.

 

THERE WILL BE A TIME LIMIT OF 30 MINUTES FROM THE FIRST COMPLETED  LAP STARTING THE RACE FOR ALL CLASSES.
